Location: Port-Louis, Mauritius
Prévention Information Lutte contre le Sida (PILS) was founded in 1996 to advocate for the fundamental right to treatment for people living with HIV. Today, PILS provides services to key populations most affected by HIV, viral hepatitis, and STIs, while working to improve access to quality healthcare through advocacy.
In 2020, PILS inaugurated Nou Vi La, a low-threshold center in the heart of Port-Louis. This center serves as a base for PILS service users, offering them a safe space while providing access to the association’s services. Since December 1, 2022, Nou Vi La has also hosted Centre Banian, the first community clinic focused on populations most at risk of HIV, established through a collaboration between PILS and the Ministry of Health. Service users can now receive care from both PILS healthcare staff and Ministry of Health personnel, including ARV treatment, hepatitis C treatment, and PrEP dispensation.
For the period 2024–2026, PILS aims to expand its holistic sexual health services, including reproductive health, STI prevention, mental health, and the fundamental right to live one’s sexuality without judgment or stigma. The ultimate goal is to establish PILS as a leading center of excellence in this field.
To support this mission, PILS plans to implement a community-based contraception dispensation protocol. This initiative aims to improve access to comprehensive and tailored sexual and reproductive health services for vulnerable populations, particularly women.
Objectives of the Consultancy
- Conduct an analysis of existing gaps in contraception dispensation both within PILS and at the national level, and propose solutions to enhance this aspect of the organization’s services.
- Develop a comprehensive community-based contraception dispensation protocol for PILS that can be easily applied by community healthcare providers.
- Integrate educational information about the menstrual cycle into the protocol to enhance users’ understanding of their own physiology and the impact of emergency contraception.
- Identify and incorporate contraindications for contraception into the protocol to ensure safe and personalized dispensation for users.
- Define background check procedures for users before contraception dispensation to ensure safety and effectiveness for each individual.

Candidate Selection Criteria:
Knowledge and direct experience working with vulnerable populations.
Proven ability to work without judgment.
Previous experience as a consultant.
At least three years of experience in family planning.
Experience as a qualified medical professional.
Practical experience in contraception-related interventions.

A brief description of the proposed methodology, outlining the necessary steps to achieve results and a detailed timeline.
A projected budget covering consultancy fees and other expenses (communication, administrative support, logistics, etc.).
The consultant will act as a facilitator, working closely with PILS management, staff, volunteers, service users, and the coordination team of the Plateforme Océan Indien (PFOI). A recognized methodology should be used to achieve the consultancy objectives.

Work condition:
